An altercation in 1991

These pictures were taken around the Fourth of July in 1991. Apparently, there was some altercation involving an automobile. Why else is the signal disjointed?
The original signal was still intact, and it appears to be a Crouse-Hinds Art Deco unit. There is no telling what the original color was, but in 1991, it was in a bleached yellow hue. The signal installation was rehabilitated after this photo was taken. Photos taken 4 July 1991.
